Computer won't boot unless I flip the power supply off and on

Likely telling us that it hangs during the IMC initialization at frequencies over 2533. There's a lot of things we can do to try deal with this, but mostly it's going to come down to tweaking voltages in the BIOS. I think your best course of action at this point is to choose a different motherboard and see what your results are.
