Can I return a box opened GPU?
I just got a powercolor 6700xt yesterday, but I found that its length is 330mm and it's longer than the limitation of my Corsair 280x case. Can I still return it?

Yes, this would still be available for return as long as the item is still in like-new condition and in working order.
We'd ask that you return it as close to how you received it as possible. :)
