It's hard to tell depends on your graphic setting, can't really guarantee 165hz at everything max. But overall a 3060ti or better graphics card should be fine.

Yes any 3060 or better should be able to do that without much issue. Some graphic settings adjustments in the game may be needed.

Ha, I was playing Apex on an RX580 until last March plugged into 1080 144mhz monitor. That barely cut it. Now I play on a 5700XT and it is well enough for Apex, I think it's load demand is relatively low. I agree with the others, for Apex, a 3060ti should be fine.
You might not need to spend half that amount, there are 3060s on the shelf at my local MC.
