I just purchased said Lenovo desktop computer. The monitor I have is an HP P223. When I plugged into the VGA port and tried the HDMI adapter and tried the HDMI port neither worked and it kept saying the port is “inactive.” Is this monitor not compatible or is there a problem with the port?

It looks like this model of a computer has a video card if it's this system - https://www.microcenter.com/product/663720/lenovo-ideacentre-5-17acn7-gaming-pc
You'd need to plug any monitors you'd like to use into the DisplayPort or HDMI ports on the video card directly so I'd start by double checking your connection spots:
