I'm trying to create a custom build and NVIDIA GeForce RTX 5090 Graphics Card is not an option. Is it possible to custom build with a NVIDIA GeForce RTX 5090 Graphics Card?

Are you trying to say that you do not want to use a 5090? If so, there are so many other options to go with!
In my opinion, I do like the 5070 TI, but you could also go with the older series, for example, the 4080/4090.
