Wanting to get a PC upgrade but there's so many options. What setup should I get?

Hello, I am planning out a new PC setup to get into the world of Virtual Youtubing, but I am new to making a setup so I decided to ask you guys what would work best.

I'm not going for anything special. I've already found a keyboard (Corsair K70 MK.2), headphones (HyperX Cloud Alpha), a microphone (HyperX Quadcast), a mouse (Razer Deathadder V2 Pro), and a webcam (Logitech C922 Pro Stream Webcam). Currently looking for two monitors, a mousepad, a pop filter, a chair, a desk, whatever else is necessary for a good VTubing setup, and most importantly... A PC (Prebuilt or built).

I wish to balance quality and performance with a fairly low cost. I'm willing to spend a good amount, though, but I will limit myself to around $3500 or so.

UPDATE: Budget has been increased to $5000.

I see your budget is now $5000 with everything listed, so the above build leaves plenty left over for other accessories.

For everything listed. My roommates have gotten on to me about overspending though I do have about $10,000 saved up.

I give you my thanks! And that leads to part 2 of my question: What accessories should I go for? (Monitors, Chair, Mousepad, Pop Filter. Mic, Mouse, Keyboard, and headphones are optional if you think my setup needs room for improvement)
