My GPU, GTX 970, broke on me this morning. Popped one of the chips(?) on the board which was followed by a nice puff of smoke. Had a decent run.
I'm on a tighter budget than normal right now so I'm happy getting something similar to what I had so I can get my PC running again like it was. Current build is Intel Core i5-8400, Asrock Fatal1ty Perfomance H370 motherboard, 8GB ram, 600W PSU.
Any recommended GPUs that would be similar enough or better than the GTX 970 and preferably under $400?

The GPU market is definitely in a different place than back when the 970 was new. At the moment, the only GPUs available that we sell under $400 are the 3050s. UserBenchmark does list the 3050 to be about 45% better however keep in mind it's all synthetic benchmarks and not fully reflective of real-world application.
