Does the custom-build "install the OS" option include the cost of the operating system itself?

Does the custom-build "install the OS" option include the cost of the operating system itself or should I buy that separately? If separately, can the techs use their own usb dvd-rom with my pc to install the OS?

Greetings. You would have to purchase the OS or provide the OS w/ a valid product key, it is not included.
