i5 8th gen GTX 2070 I have Windows 10. I just dont know what is going on.

Lets check the installer executable. C:\Program Files (x86)\Nvidia Corporation\Geforce Experience. Find the geforce executable file, right click and look at the properties. Under the compatibility tab is anything checked?

Why does it say Windows 8?

It shouldn't be. Uncheck that "Compatibility mode" checkbox, click "Ok" and it should work fine.
