I tried to buy a mini PC for a HTPC but all my videos looked washed out, ugly, and nowhere near as sharp as my PS3. I've tinkered with all the windows display and nvidia settings and they still looked bad. I guess I have to build my own, all I'm going to do with it is watch 1080p and lower resolution videos. The budget is going to be around less than $500, I'll be watching them on my Samsung TV UN40NU7100 and I don't know if I need a GPU. Thanks for reading and helping.
For 1080p content, Any CPU with integrated graphics made in the last 10 years should work perfectly fine. My HTPC is actually an old Dell Optiplex business PC i got from the owner of the company I worked for. works fine with 1080p.
Where you would need a better GPU " is if you wanted to stream 4k and 8k content from Netflix etc. I believe Netflix requires or required 3mb of onboard gpu ram. It was my understanding that an Nvidia GTX 1050 was the go to for HTPC for that reason.

Intel UHD Graphics 600 and videos look washed out. How do I fix this so it can look as sharp as my PS3?
I use a ChromeBox for my entertainment center. There's a lot of guides on how to unlock the Chrome interface and unlock other capabilities with it, too. I'm not sure if you're trying to have a windows set up or not, but I'd recommend looking into the Chromebox.
