How to clean Corsair XG7 waterblock fins?

I have some built up gunk in the fins of my Corsair
waterblock after using Corsair's own clear red fluid. I got it taken apart, soaked the fin array in 91% isopropyl for about 4 hours then scrubbed with an old toothbrush. However, that only got off about half the stuff. Any suggestions?

What you did is what I typically would do, too. Are the toothbrush bristles able to pass between the fins?

I ended up using "Bartender's Helper" on it. Kinda like Ajax.
