Can I use this case for a new build? ... HP Pavilion ~ 2006 approximately purchase date.

Old desktop sitting in my basement. Original OS Windows Vista. Then got upgraded to Windows 10... stopped using because wireless network card was not compatible with Windows 10.

You can, but it would be better and safer to get a new case. Not all, but oem desktops like to use some weird form factor on motherboard and psu, just make sure your mobo and psu will fit the case.
