Hello I bought a powerspec pc and it is the G361

When you pair a Z590 board with a 10th Gen CPU the M.2_1 slot is inoperable.

This was a limitation across all manufacturers. As configured the board has only 1x M.2 which is in use. You have the 4x SATA for SATA SSD's or 3.5" HDD's as upgrades. You also have a PCIe x4 open on the bottom of the board.
You could add an additional M.2 with an adapter like this: https://www.microcenter.com/product/483678/vantec-m2-nvme-ssd-pcie-x4-adapter
Any new motherboards that dont break the bank that would work because I have the second m.2 already and im trying to use it
and I have windows 11 pro if that changes anything I dont know anything about motherboards yet still learning

The 10th Gen CPU is really the issue. All the Z590 boards were like that with 10th Gen processors. You could upgrade to an 11th Gen and M.2_1 would work.
