What's your GPU frequency and temperature showing in Afterburner during the benchmark?
These were taken while doing a medium settings benchmark on cyberpunk 2077 with the game averaging 3 fps and stuttering.

When you open up Task Manager are you able to see what is using your GPU processing power?
You should be able to enable or view the GPU usage under the Processes tab within the Task Manager.
As you can see, I'm using a large amount of my desktop's memory, but little of my GPU. Seeing what is using your GPU may point us in the right direction. Perhaps something else is using your GPU while you're trying to run these games.
What are your results at 4K? If you don't have a 4K monitor use DSR. Open Nvidia Control Panel - Manage 3D Settings - DSR Factors - 3840x2160(4x from 1080) - Apply.
In the game, set the resolution to 4K. It'll be lower obviously, but lets see if it takes the same dives. This will put a much heavier load on the GPU than the CPU.
looks like the majority of my gpu is being used by the game at roughly 90-100%
