GPU running low FPS while being used at 100% capacity (according to Afterburner)

I have barely used this PC so far as I have been out of state for the last few months and it has had several problems. Now the main problem I am facing seems to be that the PC is running low fps with the gpu (EVGA GEFORCE RTX 3080ti) being used 100% I do not believe it is a cpu bottleneck as the cpu is also a high quality cpu(AMD Ryzen 7 5800X 8-core). I have checked drivers and even tried a factory reset with updating drivers but whenever I open a game (been testing on cyberpunk 2077) and run a bench mark it will run at 2.75 fps average on medium to lower settings while afterburner records the gpu being used at 100%. Any recommendations would be greatly appreciated.

What's your GPU frequency and temperature showing in Afterburner during the benchmark?

GPU temp is roughly 61 C when not doing any benchmark but i have noticed that my core and memory clock are nearly always at max levels. Could this be the root issue for why the GPU usage percent is always at insane levels even when not gaming? Also, GPU Frequency is around 1950 MHz

These were taken while doing a medium settings benchmark on cyberpunk 2077 with the game averaging 3 fps and stuttering.

When you open up Task Manager are you able to see what is using your GPU processing power?

You should be able to enable or view the GPU usage under the Processes tab within the Task Manager.

As you can see, I'm using a large amount of my desktop's memory, but little of my GPU. Seeing what is using your GPU may point us in the right direction. Perhaps something else is using your GPU while you're trying to run these games.

What are your results at 4K? If you don't have a 4K monitor use DSR. Open Nvidia Control Panel - Manage 3D Settings - DSR Factors - 3840x2160(4x from 1080) - Apply.

In the game, set the resolution to 4K. It'll be lower obviously, but lets see if it takes the same dives. This will put a much heavier load on the GPU than the CPU.

looks like the majority of my gpu is being used by the game at roughly 90-100%
