New GPU and PSU problems… Screen tearing, screen lines, and unusable resolution.

I just recently purchased a Nvdia 2080TI and corsair 750W PSU for said GPU when I installed it I quickly found the issues of screen tearing, screen lines, terrible resolution, and my screen not even filling my monitor. I have tried everything… from installing new drivers, resetting and replugging card and psu to removing all drivers and reinstalling I even completed reset my PC all for issue to still there.
I have a Ryzen 5 3600 Nvidia 2080TI Asus B450 tomahawk and Corsair RM750 PSU

Greetings,
If you've reset Windows that really eliminates any sort of software troubleshooting, I would have to assume that it's probably something wrong with the card itself. Is the card a recent purchase from Micro Center?
