I have a PowerSpec B728 Desktop Computer that I purchased April 2018. I bought it along with a DELL 27" IPS SE2717HR MONITOR which supports graphics up to 1920 x 1080.
I'd like to get a new UHD/4K monitor (32" or greater) that will display a higher resolution (3840 x 2160 or better).
I've not installed any graphic cards.
Would someone give me some recommendations on what I need to do this?

What's the system being used for? Just every day use, no gaming I assume?
I have played no games on it, but I used to enjoy that on other systems. I want a larger screen to fit more columns in EXCEL, and in particular I use an old program Microsoft Momey which will never be updated by microsoft. With the display at 1920x1080 and sizing the scale of the font upward, the program has small fonts. It was developed in a time when monitors had much poorer resolution. Other who use the program report font is more readable.
If I did have a higher resolution I'd also use it more for Photoshop Elements and work like that.

Probably a little more than you need. It'll do 4K easily, across up to three monitors. It's bus powered, no external power connectors.
