Will I be able to install a GeForce GTX 680 in the PowerSpec B249 ?

On the B249, the power supply is 400W. The GPU recommends 550W. As far as the fit, it depends on the measurements of the individual card. You need to be under 10.25" and the height from the card to the PCIe mounting bracket needs to be no more than 0.75".
