I just purchased a new (open box) B749 and the case fan lights do not work. This is the Lian Li Lancool 205 case.
Pressing the M / C buttons have no effect at all. I have traced all of the wires from the fans to the controller and the cable from the controller to the buttons.
The AURA app will control the CPU fan lights.
Is there anything else I can check?

Main thing here would be power to the ARGB controller. Take the back side panel off and check the controller, there will be a cable coming out the bottom that powers it, it's going to a SATA power connector on the PSU, make sure this is connected.
The power cable is connected and working--the fans are running. I connected the three fan RGB cables directly to the motherboard and the lights are working. I have to assume the RGB-part of the fan/RGB controller is malfunctioning.
That seems to confirm you are correct. We'll certainly cover this part replacement under warranty.
