Trying to build a fast, quiet but otherwise budget friendly (~$1500-1700) PC to run Blue Iris as a video/web server. Opinions on this?

I would switch the SATA type SSD for an m.2 type, which attaches directly to the motherboard and is faster. Then get two of the hard drives and use Windows Storage Spaces with them as a mirror type.
Blue Iris's system requirements say it doesn't need a video card. You can use the integrated graphics that come with the CPU and ditch the 1650.

Oh I forgot to ask how many cameras exactly are you thinking of running? I didn't mention the 12900k can probably handle about 30. Otherwise, it's kinda overkill for a home setup. You could save a lot with a 12600 instead if you only have 10 or less HD cameras.
