PC outputting white VGA Led, no signal to monitor.

I've been trying to fix this issue for over a month now. I turn on my PC, and get an orange DRAM light for about 3 seconds (always happened), CPU light flashes red, and then the White VGA light comes on and stays with no output from either the onboard or PCIE graphics card. I've replaced my GPU, PSU, CPU, and Motherboard to no avail. I've tried replacing my RAM with another set I have, no luck. Cleared CMOS, nothing. Flashed BIOS to newest version, nothing. Replaced and reseated everything possible, nothing. Still the same White VGA light with zero explanation. Any suggestions would help before I spend the $40 for a full diagnosis.
