New AM5 build fine except reboots hang (no post & amber RAM Mobo light)

Hello!

Just finished up a new build with the Ryzen 7 7700x bundle from MicroCenter. Runs fine, except on restarts from windows, where it often (happened a dozen times at least, with about 75% rate of occurrence) hangs the restart before post and sits there (have waited up to 45 min) with the amber light lit on the Motherboard. Press and hold on the power button shuts down and then the subsequent restart always posts and launches Windows 11 fine. Starts fine from cold when shut down.

Ryzen 7 7700x - PBO enabled, otherwise stock

MSI PRO B650-P WiFi (Running E7D78AMS BIOS)

G.Skill Flare X5 2x16GB ddr5-6000 CL32 (No EXPO)

WD SN770 1TB m.2

XFX QUIK RX 6800

MSI MPG A850G 850W

Besides that, just a lian li AIO and some case fans

Any ideas? finicky ram? Will Running memtest86 help identify? Not at the PC right now, or I'd try it just to see.

Next time this happens, look at your keyboard, toggle caps or num lock. See if the light comes on. If that works, move your HDMI/DP to the motherboard and see if you're getting video.

No reaction from keyboard.  Mouse doesn't light up either.

Lets see if it's a sleep or cold boot issue. Disable fast startup in control panel and see if the issue persists.
