Micro Center has 2 charges to replace battery

Hello - Has anyone else had 2 charges to replace a laptop battery at Micro Center in Cambridge, MA?
I felt this was very deceptive as it was never mentioned any where on the website that there would be 2 charges.

I brought in a Dell laptop and new battery to be replaced. Battery was bought on Amazon.
On the Micro Center website, it said I would be charged for the tech time to replace the battery.

However, when I got to the Mico Center Repair Center, I was told there would be 2 charges:
one for diagnostic and one for installation. Why was this not expressed on the web?

Charge #1: $40
