Open box policy question

what does "incomplete: as is" mean?

will i not be able to return this if i dont want it anymore? does the 30 day policy still apply?

and does incomplete mean that its missing easily replaceable parts (e.g. power cable, bracket, etc) ?

Incomplete can mean missing accessories (power cable, for example). It also may simply mean the box or manual is missing, but the card is tested to be fully functional. The return period is still in effect but may be reduced to 15 days on open box items. I would contact the store for more details.
