Need Help to get a new B943 Running

I am very new to the Community. My first post.

Bought a new B943 on July 6 from the Rockville, MD store

I can’t get it going.
The power cord is okay.  Checked with a voltmeter.
Connected the monitor, wired mouse and keyboard. The monitor comes on briefly when i first turn on. At one point there was a very brief message that says no signal was detected.
I can see a small fan in the case in the back.  It never runs.  Should it be on all the time? Does ir run all the time, or is it thermostat relaed?
There’s also a big X in the back near the top.  I pushed it but it doesn’t act like a switch.
Any ideas on what the problem is?

Check the switch on the PSU, bottom rear. Make sure it's flipped the dash. Sometimes it gets flipped coming out of the foam block. The power button is the far right button, it should turn on.

I'd also recommend using an HDMI cable that you know is working. Sometimes, HDMI cables can break.
