Is the 7800x3d good for a 4080 super?

Shouldn't be. There may be processors that give you a better average at lower resolutions, but not by much. With a 4080 Super I'd guess you're gaming at 4K where the CPU is less of a factor. The V-Cache will cushion the minimum FPS and that's what makes it a really good option for a gaming PC.

I'm mostly going to be gaming at 1440p,
I'm building this computer to get the highest frames possible, and as clear as possible without going broke.

Absolutely the best bang for your buck. It's the CPU i have in my home rig. Main thing with the V-Cache is helping with minimum framerate, it helps eliminate stutters and slow downs. Makes your FPS more consistent.

7800x3d is the best gaming CPU out in the market right now.

Even if this CPU is bottlenecking, there isn't anything better.

If you play in higher resolutions than 1080p, you won't be bottlenecking. Only possible to bottleneck with 1080p and high refresh rates.
