What to build a PC for Microsoft Flight Simulator 2024

I want to build a PC for Microsoft Flight Simulator 2024 for a nice-looking and smooth gaming experience at a budget of $2,000. Willing to stretch a little on budget if there's a jump in performance.

RGBs would be nice, but not at the sacrifice of performance to stay within budget. Should I start with Intel or AMD CPU? Does it matter? What GPU will compliment it well? Is 32 GB RAM enough? Thank you in advance.

Thoughts on TV vs Monitor. I have a 4K 32 inch TV, or would it be best to run it on a monitor, does it matter?

I ham not very tech savvy, and done fair amount of Google research but stuck in analysis paralysis and there's too many models and hard to understand the difference between them.
