Low FPS on Sansui 4k TV when driven by 4070Ti

I hope i'm just missing something simple here.
I recently bought a Sansui 55" 4K OLED TV from Microcenter as they were on sale for a good discount. The TV is rated for 120FPS. I have two main setups, one being a tower with a 4070Ti, i7 8700k and a laptop with a 3060 and an i5. I cannot get what appears to be more than 15-20 FPS out of the 4K TV. Any stream, any youtube video, are all noticeably choppy. I've gone through the settings of the TV to no avail, i've gone through PC and NVIDIA settings to no avail, and I just can't get any higher framerate. GPU usage is low - 25% when running just the 4k TV - and there is no sign of any CPU thermal or bottleneck issue, or memory limitation. PC and NVIDIA settings are all set to 120Hz@4K native to the TV.
My intent is to run it as a TV for live events, but even watching football is painfully choppy to the point that i'd rather not bother using it. I have no issues with framerate on my 165Hz 1440p monitors connected to my tower.
I do not suspect it's an internet issue as I have never had any issues streaming with my fiber AT&T setup. The tower with the 4070Ti is connected via ethernet, not WiFi, if that matters.
I have run 4k TVs off of both of these computers in the past (bought the new TV because the old one was damaged in construction) and managed 60FPS no problem. Those setups used the same hdmi cables i'm currently using. The previous TV was a samsung LED 4K.
I would really, really rather not return this TV as it's heavy af even for being an OLED. I'm afraid i'd break it trying to repackage it. I'll be honest, i'm quite frustrated. What could be going on?

How is it connected to the computer? Is it connected via HDMI from the 4070ti to the TV? My first step would be to confirm that cable works properly with another display.

I ordered a new hdmi cable that supports 4k@120fps and it did not make a difference. The TV is still choppy. It's choppy even if I limit the FPS to 30 or reduce the resolution to 2k. I'm starting to worry it's the TV.

The integrated apps of the TV have no issues with frame rate or quality. I don't know why but this TV does not like being driven by an external source, i guess.
