After Windows 11 Install, Browsers in Background sluggish while Gaming

After i was forced to upgrade to windows 11, i noticed that my browsers (Chrome, Opera, Firefox) all seem to be slow whenever i am playing games. I started noticing since i usually play youtube in the background.
I was wondering if this is a windows 11 specific issue or something more since i didn't notice this before when i was on windows 10. This seems to only happen when i am running a game and normally go back to normal if i alt-tab out of the game. Is there something i could do? I was told it just might be an AMD bug with their drivers. I also notice that nothing is hitting 100% on the taskbar when the slowdown is happening

RAM: 32 GB DDR4
OS: Windows 11 Home 24H2

    I've heard a lot of people are having problems with 11 still. I'd say to downgrade and hopefully they have it fixed by October when 10 finally dies?

    Or maybe switch to Linux as I have none of those issues. YMMV though.
