I'd say the 7800 XT but then how obligated are you to the i9? For example, if you went with an AMD Ryzen 7800X3D bundle at $499, that would free up $100 and then you have the $100 buffer in the budget as is.
You're not that far off from a 9070 XT. Then again, that mentality could have you going higher and higher in cost.
