What causes a slower speed test (Ookla) result than a smartphone's?

Attached is a snapshot showing Ookla speed test results. The computer (PowerSpec G446) is slower than the smartphone connected to the same network. The question is why? See below:

Just did another test using a different target server. This time, download speeds are about the same, but it's the computer that is much faster in upload than my phone.
