Complex rebuild HELP!! Windows 10 to 11. Oh boy...

Hey Brainiacs!

I am preparing to completely overhaul the core engine of my desktop PC. I do a lot of music production with Ableton Live 11, Photoshop work making posters and advertisements, and 4K video editing for both social media and more long-form instructional videos. I also use my computer for my day-job in healthcare, meaning I need to officially transition to a secure Windows 11 machine.

My current setup cannot officially upgrade to Windows 11 due to its age. My goal is to upgrade ONLY the components that are absolutely necessary to clear the Windows 11 hurdle and maximize my production performance, while setting myself up to slowly upgrade the remaining auxiliary components down the line.

Because it’s been over a decade since I built my PC, I’m a bit rusty on modern component lines, so the parts list I threw together feels a bit random. I'd love to know if I have any major bottlenecks or if there are smarter individual part swaps I should make before I buy.

Budget: the above build is at $1,697 plus tax and I'd like to keep it around there if not even lower.

Components I am KEEPING from my old rig:

C Drive: 4TB Samsung 2.5" SATA SSD (Not an NVMe drive, as my old board wasn't compatible, but it houses my current OS and files).

Storage: Sundry internal secondary storage HDDs.

Graphics Card: AMD Radeon RX 580 (It does "okay" for my editing right now; I plan to upgrade this down the road when budget allows).

Optical: Internal DVD/Blu-ray Burner (I still use this regularly. If the case I chose doesn't fit it, I plan to move it into an external OWC USB enclosure).

Components I am completely REPLACING/ADDING:

CPU: Upgrading from an Intel Core i7-5820K 3.3GHz (Looking at an i9 for smooth 4K Premiere scrubbing and low-latency Ableton tracking).

Motherboard: Upgrading from an ASRock X99 Extreme4 (Need a modern Intel board with plenty of legacy SATA ports for my existing drives).

RAM: Upgrading to 32GB DDR5 (Leaving behind my old 32GB of DDR4, as it's incompatible).

Power Supply: Replacing the old 2014 unit with a fresh, modular unit to ensure stable power delivery for modern architectures but also avoid the cable mess which is my current box of junk.

Cooling: Seriously considering moving to an All-in-One (AIO) liquid cooling loop to keep the i9 quiet while recording audio.

Case: Looking for a case that will fit all these components and can hold everything. I don't need a light show as it will be under my desk.

Do these selections look structurally sound for a heavy production workstation? Any specific motherboard or cooler pitfalls I should watch out for with the new Intel chips?

Additionally, I believe with this setup I do not need to purchase Windows 11 separately. I can just put the C drive into the new configuration and then upgrade that way so I'm not starting over from a clean install. I would prefer this to starting absolutely fresh because it's such a pain in the behind to reinstall all my programs, games, yadda yadda on it goes.

I've been doing a lot of "math" around how to solve this problem. I was considering a dock for my thin and light Asus Zenbook 14 and getting an enclosure for my HDDs, but that's also $1000 or more to do it correctly. Then I was looking at prebuilt PCs and those are often not exactly what I need. So, I've again settled on this method of just overhauling the current setup and seeing what I can salvage. Thoughts and feelings welcome.
