Are these PC specs good enough?

Welcome to the forum Hunag. That's a very solid setup for 1080p gaming. For CS:GO, it's going to be plenty fast enough to hit your preferred frame rates. I would recommend making sure you have a high refresh gaming monitor with FreeSync to get the best gaming experience.
