my new board and cpu will take up to 4400mhz ram but i want to know if i use slower ram would 2x16gb by 3600mhz or 2x32gb by 3200mhz work and which would be best

Just because your board says it supports it doesn't mean you'll be able to actually run memory at that speed or gain any benefits from it. It also depends heavily on the RAM itself as well as your processor. Save your money and go with something at 3200 or 3600.
For Intel CPUs 3200mhz is the best stopping point. For third generation Ryzen CPUs 3600mhz is the sweet spot.

i could buy the 4400mhz but my budget would only allow 2x8gb, just want best bang for my buck
