computer wont boot up

I built computer with specs below. I turned on and CPU doesn't look to power up as the screen stays blank. Fans and lights are on. Any thoughts?

Its hard to see in the picture, but it looks like the F_Panel connector is off a bit. Like it's missing the top row of pins, and on the bottom row of pins only. The power switch and LED pins are on the top row.
