New purchase
My reference is [removed for privacy]. My email account in outlook is asking me t activate account. When I try it is saying this account isn't associated with Microsoft office and then asks me to pay an additional fee. Is this right?

Hello @cjenssen_1! Based on the reference number you provided (which I removed for privacy reasons) it appears the copy of Office you purchased was Home and Student 2019, which doesn't include Outlook. Outlook is part of Office Home and Business or Office 365.
Do you get the same prompt if you try to open Word, Excel or Powerpoint?
