Would the Power Spec 650W 80 Plus Gold ATX work as a replacement?

Yes, that would be a suitable replacement. The PSU you currently have is a standard ATX power supply, so any other ATX power supply would work. Of course you'll want to at least match the current wattage, so the Powerspec 650W would be a great option.
