I would like to build a gaming PC on a 700$ budget. I do need a monitor and a mouse but I have a separate budget for these items. The games I need to play the most are games such as Fortnite, Apex, COD modern warfare/warzone etc. at a playable frame rate preferably above 60 FPS. Also, I want to be able to edit videos and to be able to utilize streaming apps. Wanting to see if that is possible on the budget I have.

So 700 is about the most bottom dollar I wold suggest to build your own. If you go much cheaper then pre-built is where you would be or getting the tried and true optiplex from ebay and adding a stand alone GPU. But I think I put together a pretty decent mATX build that will allow for you to do what you want of gaming with those games at well above 60 fps. And give a decent amount of game storage with Call of duty games getting in excess of 100gb. But your ssd can hold your OS and maybe 1-2 games with the spinning drive for other games. Now if you want monitor recommendations all I say is look for monitors with 1ms response times and above 60hz refresh rates. It is pretty easy to get a 24-27 inch monitor with 1ms response time and 144hz refresh rate.
