PowerSpec B244 fan noise

My new PowerSpec B244 desktop has fairly loud fan noise. Is that normal for this model?

It should not be excessively noisy. Could you describe the sound? Does it sound like a rattling or just excessive fan noise? They're 120MM fans and they should be relatively quiet. Make sure you have the tower in an area that's well ventilated. Otherwise, higher temps will mean higher fan RPM.

It seems like they are running at high speed immediately on boot up and the speed never changes. I've been searching Windows 10 v1909 for possible setting changes but no luck yet.
