My pc boot loops

I just built my first pc and have finished putting everthing together. I turned it on and only one of my coarsair fans is working. only one of he fan ports seems to work because when i plug in the coarsair fans to it, they all work. My pc also boot loops and doesnt shop anything on the display. something interesting i found is that if i unplug the cpu and turn the pc on, it is fine and will not boot look. Any help is welcomed. if nessesary, i can send pictures and a component list of my build.
