New Custom PC Usb ports flicker

I just finished building my new pc, but for some reason it seems like the usb ports flicker. For a split second some usb devices lose power and then regain it. I have an external drive that gets affected by this and when the usb ports lose power the led on my ram sticks also shut off for a brief second. Could i have done something wrong?

This is just power to the USB and the PC does not reboot when this happens? If so my first step would be to go into Control Panel > Power Options > Change Plan Settings > Change Advanced Power Settings > USB Settings > USB Selective Suspend Settings. Disable this. See if the issue persists.
