    650W will do just fine. The card has two 8-pin PCIe power connectors, which can each safely supply 150W of power, plus an additional 75W from the PCIe slot. This means that the max theoretical power his RTX 2080 Ti can pull is 375W, assuming ASUS followed both ATX and PCI-SIG standards. This gives him 275W of overhead for the rest of his system, and the Ryzen 5 3600 won't be pulling more than 120W under max load (capped at 140W from the socket as well on default power limits). Realistically, that 2080 Ti won't be pulling more than 270W unless he were to perform a shunt mod or VBIOS power limit mod, and even then, he'd need to slap a better cooler on it if he wanted to throw extra voltage at it when overclocking.

    I think there is some imbalance here with your choice in GPU and monitor. That GPU can easily do 1440p 240hz gaming, but the monitor you selected is 1440p 75hz. If this is the limit of your budget, you'd be better off downgrading the 2080 Ti to an RTX 2080 or 2080 Super and spending the remaining budget on a better gaming panel. At that resolution, you'll still be fine sticking with AMD, so your platform decision works out quite well, I'd just advise taking advantage of the GPU power overhead you'll have by enjoying higher refresh rates, or maybe even consider investing in a 4K panel if you prefer sharpness and screen real estate over refresh rate.
