First make sure that you're using an addressable header and not a standard RGB header for this fan. You've tried changing the color in Aura Sync and the fan still doesn't light up?

Aura Sync isnt working for me.
"Aura service is currently unavailable"

That may be our problem, but unless you've forced software control by Aura Sync the lights should come on in a default color/pattern. For Aura Sync, it can get difficult when it's not working properly. Make sure you're on the latest version. I assume you've already reinstalled it. Start there. If it's still not working, use a tool like Revo Uninstaller to totally nuke it and the registry keys, or use CCleaner after the uninstall to clean the system thoroughly, then reinstall.

Im currently updating my bios to see if that will fix the lighting issue if it's supposed to light up anyways without Aura Sync.
After that i will check to see if i plugged it in the correct header. Just to be sure, the header on my board (z390-P) that i plugged into is white. -
I looked through the manual here: https://dlcdnets.asus.com/pub/ASUS/mb/LGA1151/PRIME_Z390-P/E15011_PRIME_Z390-P_UM_v3_web.pdf
The white connector and the only RGB connector on the bottom is standard, it's not addressable. Looking up the fan, it specifies it is addressable. You'll an ARGB controller to use this fan. Otherwise, you could exchange for a standard RGB fan. Voltages are difference between the two types. You'll always notice it's 3 wires with a missing pin, despite the connector being a 4 pin. The header is the same way. Here's a picture.

Yes, so i've plugged the 4-pin 12v standard into the correct header. I wouldn't mind not being able to control the colors or what not. Just wanted the fan to light up is my worries.

I looked up the fan on the Cooler Master site and it stated it was addressable. How many wires are coming out of the RGB cable? Four or three? Both have 4 pin connectors.
-
Two, one for 3 pin 5v and 4 pin 12v.
It worked! Idk what happened but the lights work now after BIOS?
-
Okay, so it has a split header. Sorry for the confusion there. Yes, it would appear the program was previously set for software control, in which case the lights will stay off until told to do something else. As for the BIOS update fixing it, certain version of Aura Sync do require BIOS updates.

Thank you so much for your time and help!
I will try to figure this Aura Sync thing out, seems like everyone else is having Aura Sync problems as well. -
Yes, that's pretty typical with RGB lighting. Every manufacturer has their own version and there's no real standard.
