I'd say the Ryzen 5 3600 and an RTX 2060 KO is a great combination. I would put something together like this:

Stays a little bit under your budget, but keep in mind Windows isn't included in the build I put together there, which is another $120-140. It also doesn't include any peripherals, so if you need to include those as well that would change my recommendations.
