RTX 2060 Super showing up as only 4095MB in SPECCY
Is this a driver issue?

Known issue with Speccy, it's a dated program at this point. Check Nvidia System Information tab or run GPU-Z and you'll see the correct amount of VRAM. Speccy also has problems with Ryzen CPU's, I've seen it report temperatures 60c higher than what the processor is actually running at.
Latest release is from May of 2018. -
This is probably a reporting issue with the software. Have you tried checking with any other monitoring programs? I'm not a big fan of Speccy as I've seen it misreport information at times, specifically with Ryzen CPUs, but I've heard of other instances where it can misreport the amount of VRAM you have available.
Open up Task Manager and check under performance and see how much VRAM it reports you have. You can also check with MSI afterburner or my pressing Windows + R and running DxDiag then checking the display tabs (I think) -
It showed up correctly with GPU-z.
Should the nameplate light up? A lot of the builds I've seen show the nameplate on the GPU lit up -
Depends on your particular card. Some GPUs will have them lit, some may not. Which specific model did you get?

I just see a printed logo on the side for the manufacturer name and card logo. There is a Strix power LED strip next to it, but there's no way to change the color pattern.

Just printed, no LED. I believe there are two revisions of this card and one had a slim power LED on the side. Neither had a lighted logo.
