Need Help Choosing Parts

I would really like to know if this was ok for a $700 dollar budget build and please let me know if i can improve on anything add any thing or change any thing. thanks

You put together a pretty good build from what I can see there.  You'll be able to put pretty much any GPU in the system that you want. I'm assuming based on the budget, we don't want the cost of the GPU to exceed the rest of the system. Given your specs, and assuming this is meant for at least some gaming. I'd want at least a 1660 Super paired with the 9600K.

I'd buy the Z930-Plus TUF Gaming. It has a decent VRM. I couldn't find a whole lot about the Z390-A but I have some concerns about the VRM performance and cooling on that board based on what's been reported online.

Just a good compatible 115x heatsink. On the a budget the Hyper 212 EVO is a reliable option and it's around $35. That LanCool II will fit any air cooler, even the monstrous Noctua NH-D14S. Water is also a good option.

I recommend a 1660 Super or 1660 Ti.  You could definitely go to a 2070 Super as well and that is probably when you will start seeing bottlenecks from your processor depending on the games you are playing and the quality you are setting those games.   These will push you out of the budget you have set for yourself and I am unsure what is the budget you have for a video card.
