The intended use would be for live streaming and some light video editing and rendering and the overall budget is about $1200

So there's definitely ways where we could get some more performance while sticking within your budget by opting for cheaper parts in some categories, namely the case.

If you want a full-tower case, I'd recommend looking at the Lian Li Lancool II Mesh (availability will vary depending on your local store). It has good airflow, and comes with three 120mm fans pre-installed so we can drop that 5-pack of fans and that immediately saves $100 and allows us to upgrade the GPU from the RX580 to an RTX 2060.

I'd choose the RTX 2060 as it gives you access to the NVENC encoder which is a great feature to have for live-streaming. You also don't NEED the Hyper 212 EVO CPU cooler, and we can drop the price on the motherboard as well which allows us to squeeze in a Ryzen 7 3700X for your CPU instead (which comes with a good stock CPU cooler anyway). You'll gain an extra 2 cores over the 3600 which will be beneficial for video editing and rendering. I'd also recommend jumping up to DDR4-3600 for your memory speed since that's the sweetspot for third generation Ryzen CPUs.

All that applied it puts you at $1220 for the price. You can save a little bit of cost here and there if you wanted to go with a different cheaper case, or drop one of the SSDs to push it back under that $1200 mark.
