i7-8700k running at constant 100c while gaming

i have an 8700k that is running at 100c almost constantly. i have two screws missing from my cpu cooler, can this be a problem and why it's throttling all the time?
this is a prebuilt pc from 18 months ago, i'm not sure when it exactly started but it's about 9-10 months ago.
core voltage: 0.94v, bclk: 98mhz, motherboard: MPG Z390 GAMING PRO CARBON AC

    Even if your CPU cooler feels stable if you were to try wiggling it with your hand, you really can't get away with not having all the screws tightened down properly. If the CPU cooler isn't making proper contact with the CPU then it can definitely cause thermal throttling and that's most likely what's happening here.
