My gaming pc budget is around 2K. So far, this is what i got. Do you have any recommendations?

Pretty good overall. My main issue would be with the RAM, 3600 at CL19. You're better with 3200 at CL16. It'll be less trouble loading the XMP profile and getting it stable without having to make any adjustments. Which you may not need to, but 3600 is pretty aggressive on the Intel side. Lower latency overall.

How about the air cool? Is it good enough or should I use liquid cooling? My old liquid cooling leaked, so I am trying to stay away from liqid cooling

Liquid cooling is probably preferred for an i9, but if you wanted to go with an air cooler, the Corsair cooler you have selected would be one of the best air coolers out there.
