Need Help Choosing Parts

Hello I was thinking of buying the 3070 and building around that. Would like to be able and play most games at 1440 smoothly. My budget would be about 1,100 assuming the 3070 goes for 500.

Unfortunately, i'm finding it hard to try coming up with a good build for the left over 600$ after the 3070.  I was able to make this, at $580 but it does not include a Windows License; https://www.microcenter.com/site/content/custom-pc-builder.aspx?load=8e5b6c7c-0043-41c3-9385-4e367539a561.  You can also spend the 20$ for a 3600X for closer to the 600$ but I left a bit there to help with getting a Windows License.

Thanks for this, i can add probably 100$ to budget. Would it be worth it to exchange the Samsung for an inland 1 TBB PCle?

If you think you'll need the extra storage then yes. In the future NVIDIA's RTX I/O feature should benefit from PCIe storage so that's another consideration, though it'll probably take a while for that to be widely implemented.
