Computer will shut right off

Just built a PC for a friend and once putting it together, it would attempt to start but it does not. The fans and lights come on for a split second. Can this happen because I am using a 8th/9th gen motherboard with a 7t gen CPU?

    What chipset is your motherboard?  It could be the reason.  I would also double check you don't have any plugs in the wrong location like the PCIe power cords in the CPU 8-Pin and vice versa.  Also make sure you are only using cables that came with your power supply and are not using power supply cables from another power supply.
